Car road tax: who pays it, how it is calculated and what to check with your local council

IVTM does not have a single rate across Spain. Find out which registered keeper must pay it, what fiscal horsepower means, which council collects it and how to check discounts and bills before buying a car.

Quick answer: it is a municipal tax and 1 January is the decisive date

The so-called road tax is technically the Mechanical Traction Vehicle Tax (IVTM). It is a direct tax on the ownership of vehicles suitable for use on public roads. It should not be confused with the national tax on certain means of transport, linked to first permanent registration, or with charges that an authority may impose for other procedures.

For an existing vehicle, the tax period matches the calendar year and the tax becomes due on the first day of that period. In practical terms, the annual bill is payable by the individual, company or entity shown as the registered keeper on the registration certificate on 1 January. A private sale completed later does not by itself cancel the tax already due for that year.

The final amount does not come from a single national rate. For a passenger car, two main details apply: the fiscal horsepower (CVF) shown on the technical documentation and the bylaw of the competent municipality. The local council may increase the national rates using coefficients, within the legal limit. It may also establish certain discounts within the limits provided by law.

Which vehicles are taxed and who must pay when buying, deregistering or following theft

IVTM generally applies to mechanically propelled vehicles suitable for use on public roads. Therefore, before linking the tax solely to a car’s actual use, it is worth checking its administrative status.

The taxpayer is the person shown as the registered keeper on the registration certificate. If the car is sold in March, the person shown as the registered keeper on 1 January remains liable for that year, as Barcelona states directly: the person who was the registered keeper on that date must pay, even if they sell the vehicle or change its ownership afterwards.

There are important exceptions to the full-year rule. On first acquisition and permanent deregistration, the charge is apportioned by calendar quarters. Apportionment also applies in the event of temporary deregistration due to theft, from the time that circumstance is recorded in the relevant public register. A permanent deregistration should not be treated as a simple sale: they are different events and have different consequences.

  • When buying a used vehicle, check that the transfer of ownership will be completed correctly.
  • Ask the seller for the latest available bill and keep a copy, although this document does not replace checking the vehicle documentation.
  • If there is a permanent deregistration or a temporary deregistration due to theft, check the registry entry and ask the local council how the apportionment will be applied.
  • Do not budget for a refund or reduction just because you sold the car without confirming that one of the legal apportionment cases applies.

How it is calculated for a passenger car: fiscal horsepower and the municipal coefficient

To find out how car road tax is calculated in Spain, start by locating the CVF. Fiscal horsepower is calculated in accordance with Annex V of the General Vehicle Regulations and is recorded on the ITV inspection card or vehicle specifications certificate. It is not the same as engine power expressed in kW, nor is it a direct conversion from commercial hp or kW.

The Local Treasury Act sets five fiscal-horsepower bands and minimum national rates for passenger cars. Each local council may increase them by applying a coefficient of up to 2, which may even differ by vehicle class and band. The municipal bylaw is therefore essential for moving from a national estimate to an amount applicable in a specific place.

Barcelona illustrates the effect of the coefficient: its bylaw in force from 1 January 2025 applies a coefficient of 2 to passenger cars. It therefore doubles the reference rates for every band. This is an example of a local calculation, not a rate that can be transferred to another municipality.

  • Find the CVF fiscal-horsepower field on the ITV inspection card before checking rates.
  • Place the vehicle in one of the five passenger-car bands.
  • Check the current bylaw of the competent local council: do not extrapolate the rate from Barcelona, Madrid or another municipality.
  • Then check whether an applicable exemption or discount exists, as it may change the final amount.

Which local council collects IVTM and how to correct the address

The administration, assessment, inspection and collection of IVTM are the responsibility of the local council for the address shown on the registration certificate. As a result, two cars with identical fiscal horsepower may pay different amounts if their registered addresses are in municipalities with different bylaws.

If you move to another municipality, the DGT states that you must change the tax address of your vehicles so that taxes are paid where they should be. This update prevents the tax from remaining linked to a previous address and makes it possible to check the bylaw that will actually affect the vehicle going forward.

To check this, compare the address on the registration certificate with your current circumstances and look for the IVTM bylaw on the local council’s electronic office or tax portal. Confirm that it is the version applicable to the year you want to estimate.

  • Check the address on the registration certificate, not just your population-register address or the address on your insurance.
  • If you have moved municipality, process the update to the vehicle’s tax address in line with DGT guidance.
  • Keep the bylaw you consulted and the bill: they are the reference documents for reviewing a specific charge.
  • If you find conflicting details, ask the competent local council before assuming that the amount is incorrect.

Exemptions and discounts: check the local rule and application deadline

The law includes national exemptions for certain cases, including ambulances and vehicles used directly for healthcare or for transporting injured or sick people. It also covers vehicles for people with reduced mobility, vehicles registered in the name of people with disabilities for their exclusive use, and agricultural machinery. For several of these cases—reduced mobility, vehicles of people with disabilities and agricultural machinery—the interested person must apply to the local council for the exemption to be granted.

Not all discounts are automatic or uniform. The law allows local councils to regulate a discount of up to 75% based on the type of fuel or the engine’s characteristics and environmental impact. It also allows a discount of up to 100% for historic vehicles or vehicles at least 25 years old, if the tax bylaw provides for it.

Local differences are significant. Madrid publishes a 75% discount for vehicles registered from 1 January 2026 with the ZERO badge, with no end date, and for ECO vehicles for six years, subject to its conditions and to having an address in Madrid. Barcelona provides a 75% discount for certain Zero-emission passenger cars during their first five years, while certain petrol ECO vehicles with CO2 emissions of up to 120 g/km receive 50% during their first five years. It is therefore not enough to look at the environmental badge: you must read your municipality’s bylaw and confirm the conditions, validity and procedure.

  • Distinguish between an exemption and a discount: both reduce the burden, but they have different legal bases and requirements.
  • Do not assume that an environmental badge automatically produces a reduction.
  • Check whether you must submit an application, which documents the local council requires and the applicable deadline.
  • For historic cars or cars aged 25 years or more, first confirm that the municipal bylaw has established the discount.

Checklist for checking a bill or estimating the cost before buying

Before finalising the purchase of a used car, request enough documentation to calculate IVTM without assumptions. The ITV inspection card identifies fiscal horsepower; the registration certificate shows who is listed as keeper and the recorded address. The latest bill can serve as a reference; to estimate the charge, check the bylaw applicable to the relevant year.

To review a bill you have received, compare the keeper, the competent municipality, the CVF band and the current bylaw. If the amount seems unexpected, avoid relying on the engine’s kW or comparisons with a car from another town: kW and rates in another municipality do not by themselves determine the applicable IVTM. Include IVTM in your annual budget alongside insurance, maintenance and fuel or energy; you can organise these costs with the annual vehicle ownership cost tool.

Document checks also reduce friction during a transfer. If the transaction takes place after the year has started, check who was listed as the registered keeper on 1 January and complete the required ownership and address procedures.

  • Request the ITV inspection card: confirm the CVF and avoid using kW as the calculation basis.
  • Request the registration certificate: check the ownership details and vehicle address.
  • Check the bylaw of the municipality on the registration certificate for the relevant year.
  • Check whether an exemption, discount, time limit or pending application applies.
  • Keep the bill, bylaw and proof of any application submitted.
  • In a private sale, check who was listed as the registered keeper on 1 January.
Who pays road tax if I sell my car during the year?

For an existing vehicle, IVTM becomes due on the first day of the calendar year. Therefore, the relevant person is whoever appears as the registered keeper on the registration certificate on 1 January.

Can a car’s kW be used to calculate IVTM?

Not directly. For passenger cars, the rate is applied according to fiscal horsepower, or CVF. Fiscal horsepower is calculated under the General Vehicle Regulations and appears on the ITV inspection card or vehicle specifications certificate.

Why do two similar cars pay different road tax?

Because IVTM is administered by the local council for the address shown on the registration certificate. Each municipality may apply coefficients to the national rates and approve discounts with its own requirements.

Does an ECO or Zero-emission car receive an automatic discount?

Not necessarily. Environmental discounts depend on the municipal bylaw and may include address requirements, registration-date conditions, a limited duration and an application procedure.

What happens to IVTM when a car is permanently deregistered?

On permanent deregistration, the law provides for the charge to be apportioned by calendar quarters. Keep the deregistration documentation and check with the competent local council how this is reflected in the assessment.
